I think local exchanges, if designed well, will have the potential for much better oversight. People on the local level are also more likely to interact with the business and see early warning signs. Cortese, in her Locavesting book, does a great job of showing the history of regulation and how it both costs too much (at least for the small job creating small businesses) and is provides less accountability–as we have seen from recent history with regulation at the national and international level. She also points out that only 2% of the activity on Wall Street goes to fund business development, which is a big reason we are having such a jobs problem. BTW, I recommend the e-version of Cortese’s book. Besides being available now, it has lots of references with hot links.
